LAHORE: The opposition has filed Punjab Local Government (Amendment) Bill, 2014, in the Punjab Assembly Secretariat on Wednesday in which 12 key amendments to the act of 2013 have been proposed.
Meanwhile, the governor has also summoned the 8th session of the assembly on Friday (tomorrow). The session is likely to continue for next two weeks during which period, the assembly will complete its first parliamentary year on May 31.
According to sources, the assembly remained in session for 87 days and that it would complete its 100 parliamentary days if this session continued for next two weeks as per agenda.
During the session, important issues, especially outages of electricity and gas, law and order situation, hike in prices, and demand to increase salaries and pensions in the upcoming budget would be discussed as the opposition has already filed adjournment motions and resolutions in this regard.
On Wednesday, Opposition Leader Mian Mehmoodur Rasheed of the Pakistan Tehreek-e-Insaf (PTI) along with his colleagues Mian Aslam Iqbal and Sadiq Khan filed the amendment bill in order to improve the local government mechanism.In the amendment bill, the PTI has suggested 11 major amendments like elections must be held on a party basis, delimitation shall be carried out with the approval of the Election Commission of Pakistan (ECP), returning officers shall be from the ECP or the judiciary and not from to executive, number of seats reserved for women shall be three instead of two at the level of union council (UC), chairmen of district health and education committees shall be elected and shall work under the chairmen of metropolitan corporations or municipal committees, the chief executives of the education and district committees shall work under the supervision and direction of the chairmen of metropolitans and his term of office shall end with the termination of the term of the local government elections, a person convicted under any law or by any court shall not be eligible to contest the election, any person defecting his or her party shall stand disqualified, citizens peace and security committee shall be constituted by UC members but they shall not be members of these committees, the number of Provincial Finance Commission members shall be nine and that instead of assembly members, one member each from all of the divisions of the province shall be its member, who shall be elected by the chairman and vice chairman of district governments.
