ISLAMABAD: National Commission on Status of Women (NCSW) worked on 20 laws in last three years mainly addressing rights of women and minorities to ensure a conducive and protected environment in the country. The commission worked on Domestic Violence Protection and Prevention Bill (ICT) 2012 that was passed from Senate but did not table in National Assembly (NA). NCSW undertook a comprehensive review and a new draft was forwarded to the Ministry of Law, Justice and Human Rights for processing and further action, an official informed. She said they also worked on ‘Reproductive Health Care Bill 2013’ that was passed unanimously by the NA in March 2013 but could not be presented to the Senate. Furthermore, the ‘Christian Marriage and Divorce (Amendment) Bills’, ‘Pakistan Registration of Hindu Marriage Bill’, ‘Provincial Commission on the Status of Women Balochistan, (Criminal Law (Amendment) Act 2004, Qisas and Diyat Law’ were also reviewed by the commission. She said that the ‘Political Parties (Amendment) Act’, was also discussed by the commission and the National Assembly Standing Committee on Parliamentary Affairs unanimously adopted a bill to amend the political parties order (2002) and also proposed a minimum allocation of 10 percent general seats for women and a 33 percent quota for women in general councils. The commission also proposed amendments from women’s perspective in ‘Prevention and Control of Human Trafficking of Women Ordinance 2002 and Human Smuggling Ordinance 2002’ while it proposed comprehensive Law on molestation as well. She stated that they also reviewed the ‘Local Government laws’ in the country adding that NCSW reviewed the Nikah registration form and gave recommendations to Law and Justice Commission of Pakistan. NCSW also reviewed ‘Protection against Harassment of Women at Work Place Act 2010’ and proposed amendments to the Harassment of Women at Workplace Act 2010. She said that they reviewed ‘Qisas and Diyat Laws’ and proposed amendments to the Ministry of Law Justice and Human Rights for taking forward besides the draft of Juvenile Justice System Bill, 2015’ was also reviewed and revised the draft bill which was submitted with detailed comments to the Ministry of Law Justice and Human Rights. NCSW reviewed the draft ‘Cyber Crime Bill’ and sent its recommendations to the select the Committee of lower house. Whereas, the Anti-Rape Bill moved by Member National Assembly (MNA) Shaista Parvaiz in National Assembly was reviewed and inputs were incorporated by NCSW with references from other Muslim countries. The commission also sent recommendations for electoral reforms to the Parliamentary Election Reforms Committee to ensure full participation of women in elections as contestants and voters. It reviewed the ‘Law of Evidence’ and also proposed amendments in context of Jirga and Punchayats besides that it reviewed and provided comments on the Convention on the Elimination of all Forms of Discrimination Against Women (CEDAW) optional protocol and General Declaration.
