Sir: It has always been a scourge for commercial banks to accept utility bills and banks always concoct novel ways to circumvent the instructions that prevail in this regard. The City Central Branch Karachi of a private bank situated opposite the Central Police Office has contrived an innovative plan to deter the acceptance of utility bills. Despite having abundant and vacant counters for tellers within the premises of City Central Branch Karachi, utility bills are being accepted in a place completely detached from the branch and situated at a considerable distance in a dark alley. People have to reach there after crossing the parking lot for motorcycles. Had the utility bills been accepted within the premises of the branch, City Central Branch Karachi obviously would have had to accept more utility bills in such an emerging scenario. The Supreme Court of Pakistan had taken a suo moto action 4/2006 in which banks were advised to accept utility bills coupled with the provision of drinking water and shed. Yet branches like City Central Branch, Karachi come up with ways and means to deter acceptance of utility bills. Can the State Bank of Pakistan situated nearby take cognizance of such practices or it would be left for the Supreme Court to take another suo moto action. SADIA ADNAN Karachi
