Sir: I want to share with your readers the injustice faced by the parole and probation officers of Sindh. We want the concerned authorities to pay attention to our plight. In the revised National Judicial Policy, 2012, as per sub/section IV of section 19 of the D part of chapter 3 (page 29), “besides up-gradation to the staff of prison department and the incentive of up-gradation and additional allowance equivalent to one basic pay salary to be extended to the staff of reclamation and probation in line with the province of Punjab.” In compliance with the National Judicial Policy of the Supreme Court (SC) of Pakistan, the government of Sindh’s home department upgraded all the posts of officers of the prison department in Sindh province, such as superintendents of central prisons from BPS-18 to BPS-19, superintendents of district prisons from BPS-17 to 18, deputy superintendents of prison from BPS-16 to 17 and assistant superintendents of prisons from BPS-14 to 16. However, the posts of officers of the Directorate of Reclamation and Probation Sindh have not been upgraded; so far we have been deprived of that right. Though our director has forwarded the summary of extra salaries to the staff of Reclamation and Parole Sindh, it has been sitting in the Chief Minister’s office since September 2013. It is pertinent to mention here that the victims belong to a noble service of paramount importance, which has been dealt with in the worst discriminatory manner, in violation of our basic fundamental rights guaranteed under Articles 25 and 27 of the Constitution. The discrimination in the award of salary to probation and parole officers is highly unjustified, keeping in view these Articles. Those who have political affiliations are being rewarded with unlimited perks and promotions by the creation of laws in the provincial Assembly but we have been left bereft of our justified and legal right to adequate financial recompense.
