Sir: At the heart of development lies a fundamental belief of improving the lives of the citizens. It is through the provision of social, civil, political, cultural and economic rights that people begin to have a dignified life. Unfortunately, the reality is that millions of people continue to live in impoverished conditions in Pakistan, particularly in my resources- and revenue-rich province of Sindh. Like many others I know that the development barriers the people of Sindh are forced to suffer are the result of a legacy of historical injustice, discrimination and structural disadvantages including social exclusion, unemployment, poor governance, poor service delivery and state incapacity, all of which continue to stifle the growth of communities. But who cares in this country. In my home province Sindh, no one is made accountable for his/her unjust, inequitable and discriminatory behaviour. It is business as usual for so many years.
