Sir: Those who have had the experience of working with public sector organisations always grumble about lack of professional ethics. The situation in the provincial departments/organisations is more painful because professional ethics is something unknown, especially in the case of my home province of Sindh. The time has come to strengthen the ethical competence of civil servants and strengthen professional ethics. In this matter, it is advisable to undertake new techniques and mechanisms to institutionalise ethically competent decision-making, an ethical culture that supports professional responsibility, self-discipline and support for the rule of law in the country. However, capacity building organisations at the federal and provincial level must come forward and play their due role individually and also in collaboration with international partners such as the German Agency for International Cooperation (GIZ) and USAID so that professional ethics may become the hallmark in every public sector organisation, including the police, for effective service delivery.
