Sir: One of the many factors in the energy crisis in Pakistan has been ever increasing circular debt, which prevents the maximum use of available capacity for power generation. The incumbent government as it took power tried to at once clear this debt but it needs gradual elimination through proper systems so that this constraint is overcome permanently. The overall system for collection of power dues should be such as to prevent any deliberate evasion on the part of consumers, especially big clients who cause the most increase in circular debt. The good news in this regard is that recently the debt has decreased to Rs 238 billion from Rs 295 billion due to some improvements in power dues collections. It is hoped that the committee constituted by the prime minister in this regard will do even better by strategising practical, productive and long term solutions for recovery and collection of power dues.
