Sir: A famous English idiom says: “When two elephants fight, it is the grass that suffers.” The residents of Askari II Colony, Rawalpindi have practically experienced what ravages the grass goes through when two elephants fight. The Chaklala Cantonment Board (CCB) and the Military Engineer Services (MES) department, Rawalpindi had a tiff over the settlement of long outstanding dues owed by the CCB. In order to put pressure on the bad paymaster (CCB), the MES authorities, without informing anyone, blocked the supply of water to Askari I and Askari II Colony on October 4, 2015. As a result, the residents of Askari II Colony remained without water for four days in this hot weather. The flow of water supply to Askari I has also been affected. The MES displayed an overbearing attitude by not serving any notice to the colony’s residents through the proper channels. Residents were taken by complete surprise.
