Sir: One of the important reason of bad governance in Pakistan has been that we have failed to place right people at right posts. Right from the numerous successive presidents and prime minsters of Pakistan to officers in charge of districts, we have made this same mistake. At the political arena, those people are appointed as ministers who lack the sufficient knowledge for running those departments. For example, by appointing a person as a minister for Information Technology who does not have the necessary education and experience for understanding and handling the complex affairs of the ministry, little meaningful management can be expected by him. There are various ministries for which people are required to have sufficient education and knowledge about these departments such as agriculture, religious affairs, finance, health, law, etc. At the bureaucratic level, we see the placement of those officers who badly lack the necessary education and experience of working on the technical, financial, and legal posts. Moreover, bureaucrats are made the head of those projects which are of purely technical nature and which require relevant technical skills to handle the matters of that technical project.
