‘Criteria for CSS promotions without exams be spelled out’

ISLAMABAD: The Establishment Division has been asked to define the criteria whereby officers from the 16 Common Batch of the Central Superior Services (CSS) can be promoted without having to take the mandatory promotional exam, official sources told Daily Times on Monday.

A memorandum dated July 19, 2001, made official the requirement of an efficiency examination for officers to be promoted to BS-17 through -19. The memorandum made this condition mandatory in effect from January 31.

Sources told us nine officers from the 16 Batch belonging to the Police Services were recently promoted to BS-19 without having to take the exam.

Other officers from the 16 Batch of the CSS have taken exception to what they regard as “blatant positive discrimination” towards officers from one division over others. These officers filed two petitions with the Rawalpindi Bench of the Lahore High Court in protest over the promotions made without fulfilling the requirements of the July 2001 memo.

The Lahore High Court
has rendered a verdict in favour of the defendants in the
case and suspended the July memorandum. A promotional exam that was due on July 7 was also cancelled by order of the court.

In light of these developments, the secretariat of the chief executive (CES) asked the Establishment Division to spell out the criteria for all promotions.
