FGEHF allotted 502 plots from 1989 to 1992: Influential officials got plots at throwaway prices

ISLAMABAD: The Federal Government Employees Housing Foundation (FGEHF) allotted 502 plots to government employees under its discretionary quota from 1989 to 1992 in Phase-I and Phase-I extension housing schemes. Reports reveal the schemes were a scam because politicians and government officers misused their authority in the allotment of the plots.
Sources said over 100 ‘influential politicians’ including Mir Zafarullah Khan Jamali, former prime minister, and Dr Sher Afgan Khan Niazi, the federal minister for parliamentary affairs, had plots allotted to them through the discretionary quota of the prime minister.
“Federal secretaries, directors general at different departments and officials with influence got advantage of the schemes. These plots were in sectors I-8, G-11 and G-12,” sources quoted the Ministry of Housing and Works as reporting to the Senate.
The sources said the federal ministry provided information on allotments of the plots to the Senate on a demand by Senator Raza Muhammad Raza.
According to the information available, phase-I of the housing scheme was launched in 1988 and chairmen of “the board of governors,” and “the executive committee” each was ineligible to allot five percent of the quota for plots on their discretion. Sources said that later “the discretionary quota for the chairmen was increased to 12.5 percent”.
Though the information provided by the ministry to the Senate mentioned prices of the plots, it failed to map out their measurements.
Sources said that 93 plots measuring 50x90 square feet were offered for Rs 150,000 each; 143 plots measuring 40x80 square feet for Rs 88,888; 90 plots measuring 35x70 square feet for Rs 77,778; 20 plots measuring 30x60 square feet for Rs 50,000; 98 plots measuring 30x50 square feet for Rs 34,720 and 58 plots measuring 25x50 for Rs 27,778.
