Educational institutions’ reopening linked to foolproof security
* Commissioner asks heads to inform students educational institutions will not reopen on Monday * Says security arrangements are responsibility of institutional heads * Police survey reveals few of 204 institutions in Rawalpindi have made security arrangements

RAWALPINDI: Commissioner Zahid Saeed on Friday linked reopening of the educational institutions in Rawalpindi Division with adequate security arrangements and asked heads of the educational institutions to inform the students that the institutions would not open on Monday.
He was addressing a security review meeting at his office. Rawalpindi District Coordination Officer Imdadullah Bosal, Rawalpindi Medical College Principal Dr Mussadaq Khan, Fatima Jinnah Women University (FJWU) Registrar Maryam Rab, Pir Mehr Ali Shah-Arid Agriculture University Rawalpindi pro vice-chancellor, Rawalpindi Association of Private Schools President Capt (r) Muhammad Amir Sheikh, Indus Colleges Chief Executive Syed Imran Ali, Director Colleges Dr Muhammad Ashraf, Director Health Zafar Iqbal Gondal, Executive District Officer Malik Muhammad Ashraf and other senior district officials attended the meeting.
Responsibility: Saeed made it clear that security of educational institutions and other local organisations would be their own responsibility and the chiefs of these institutions would make the security arrangements.
He said the Punjab government had closed all the educational institutions in the province and would reopen them when all the institutions would present their security arrangements report to it.
He asked the educational institutions to inform the students that their university, college or school would not open on Monday (October 26) and they should stay home till further orders.
He said in the wake of current security situation, the heads of educational institutions and other public and private sector departments should make foolproof security arrangements and erect barriers at entry and exist points of the institution to stop terrorists from entering their premises.
Survey: He said Special Branch of Police had conducted a survey of the security arrangements at the educational institutions in Rawalpindi.
He said according to the findings, of 204 institutions in Rawalpindi only a few had made security arrangements. He said lack of security arrangements would make the institutions an easy target of terrorist.
Arms licence: The commissioner said the City District Government Rawalpindi (CDGR) would issue arms licences to the heads of educational institutions and other public and private sector departments.
“The government is in a position to arrange short training courses for security personnel if the heads of institutions and other organizations desire so,” he said.
He said the women police would be deployed at FJWU but the administration of the university would also arrange women security guards for its campus protection.
He said that the city police had also been directed to beef up security in and around the hospitals. He said security personnel would also be deployed on the rooftops of the hospitals to monitor the surrounding areas. He said the administration of hospitals had been directed to keep a vigilant eye on suspected persons.
Responding to proposals by heads of educational institutions, , he said traffic police would be directed to ensure smooth flow of traffic around the educational institutions at their opening and closing times.
He asked the heads of educational institutions to issue identity cards to the students and maintain record of the visitors, especially to the hostels.
