Kamal fights back for KBCA, KWSB

KARACHI: City Nazim Mustafa Kamal has declared that the Karachi Water and Sewerage Board and the Karachi Building Control Authority are part of the Group of Offices of the City District Government Karachi. This comes a day after the Sindh government issued a notification removing him as the chairman of the two bodies and putting LG minister Agha Siraj Durrani in his place.
Kamal dredged up two old notifications to prove his authority as the chairman of these departments. A notification issued Friday said that in pursuance of Section 35, Part ‘0’ of the First Schedule, read with Section 182, Sub-section 3, Sindh Local Government Ordinance - 2001, the local government department, vide notification No. SO (L&C) HTP/1-8/KBCAl03, dated 30.04.2004, had established an additional group of offices, namely the building control and water and sanitation group of offices, under the executive district officers in the CDGK. The notification said that in pursuance of Section 195 and in exercise of the powers conferred under the Sindh Local Government Ordinance - 2001, the CDGK directs the EDOs of the building control and water and sanitation groups of offices to perform the functions conferred by or under SLGO-2001 and, in performance of their respective function, shall adhere to and follow such procedure as are enumerated in the Sixth Schedule.
The other notification (No.Nazim/City/Secy/270/2008) says: “…in pursuance of Section 195 and in exercise of the powers conferred under Section 182, Sub-Section 3 of SLGO 2001, the City District Government Karachi direct the Executive District Officer, Water and Sanitation Group of Offices, to perform the functions conferred by or under SLGO 2001 and in performance of their respective function shall adhered to and follow such procedure as are enumerated in the Sixth Schedule.”
Kamal was in Islamabad Thursday when he received the notification of his removal as chairmanship of the two major organizations. After reaching Karachi at 9:30 p.m. he called the Karachi Water and Sewerage Board MD and the Chief Controller of the KBCA and other officials to his office for a late night meeting.
During the meeting they also decided to cancel the foundation-stone laying ceremony to be held Friday at Dhabeji for a 35MW power plant in which the city nazim as a chairman was the chief guest.
Copies of the nazim’s notification have also been sent to the chairman of NRB Islamabad, chief secretary Sindh, principal secretaries to the governor and chief minister, ACS (dvlp) P&D, all administrative secretaries, DCO Karachi, all EDOs, all town nazims and the DG of katchi abadies Karachi.
