Senate body discusses funds for NHA projects

ISLAMABAD: A meeting of the Senate Standing Committee on Communications on Monday discussed breakup of budgetary allocation for the different projects of National NHA in the PSDP for the year 2014-15 in the provinces of Sindh and Balochistan. The committee with Senator Muhammad Daud Khan Achakzai in the chair was  attended by Senators Rozi Kakar, Kamil Ali Agha, Mukhtiar Dharmah, Mir Yousuf Badini, Nisar Muhammad, Hamayun Khan Mandokhel, Moshin Leghari, Sardar Yaqoob Khan Nisar, Minister for Communications and officials concerned.  Briefing the committee Chairman NHA Shahid Ashraf Tarrar said that an  initial demand of Rs 128 billion for ongoing projects was prepared in consultation with all stakeholders based on work plan of each project. However, based on indicative budget ceiling of Rs 63 billion a revised proposal was submitted to the Planning and Development Division, he added. He said it was decided that priority would be given to projects substantially completed or at advanced stage. The demand for aided projects, he said was based on considering the loan closing date along  with work. To cater for the claims against closed/completed PSDP projects a lump sum demand of one billion rupees was made.  Tarrar said that the NHA was getting amount for its projects in pieces  and it was not provided at once. Upon this the committee members said that the total amount for a project should be given by the departments concerned at the start. They were of the view that providing amount in chunks cause delay in the completion of projects, while the total cost of  a project also keeps on increasing. The chairman asked Secretary Ministry of Planning and Development and Reform to inform the committee in its next meeting about the total demand made by the NHA for its projects and the amount provided to it so far.
